Hugh Cooper was born in Jamaica, West Indies and reared in Philadelphia, Pennsylvania where he attended public schools and LaSalle University.
He is a Distinguished Military Graduate of LaSalle’s Reserve Officer Training Program (ROTC) and in 1983 was commissioned a Lieutenant in the United States Army Signal Corp. While on Active duty, he served with distinction in various positions of leadership to include serving as a Commander during the 1991 Gulf War and as a Joint Operation staff officer in support of the Kurdish Relief Effort. He completed his military service as a senior staff trainer and an Adjunct faculty of the United States Army Command and General Staff College -retiring at the rank of Lieutenant Colonel in the U.S. Army Reserves.
He holds a Juris Doctorate from Temple University Beasley School of Law and has served in a variety of legal positions to include serving as a Staff Attorney with Pennsylvania’s Appellate Court, a Law Clerk with Philadelphia Court of Common Pleas, and an Assistant District Attorney for Clayton County Georgia. He has served as a Judge Pro Tempore in Clayton County Juvenile Court, and he currently serves as a Judge in Clayton County Magistrate Court, while maintaining an active law practice.
Hugh is involved in his church and in various community endeavors to include the Boy Scouts of America. He currently serves on the board of The Boy Scouts of America, Flint River Council, as the Council’s Youth Protection Champion. He also serves on the board of the Caribbean Association of Georgia and Georgia’s Youth ChalleNGe Foundation.
He is married and has three sons, two of whom are EAGLE SCOUTS.
